CUTTACK.
The history of psychiatry services in odisha particularly for voluntary admission in Odisha dates back to 15th August 1961. Late Dr. Partha Rao started the Orissa Red Cross Mental Hospital in the campus of S.C.B. Medical College, Cuttack under the Indian Red. Cross Society. During this period, Late Prof.(Dr) Gopal Chandra Mitra started a psychiatric wing in the Department of Medicine of S.C.B. Medical College, Cuttack .
Govt. of Orissa, H & FW Dept on 1st April 1966 decided to take over the Sishu Bhavan and Orissa Red Cross Mental Hospital being renamed as Mental Health Institute, Cuttack by a Board formed under common proceedings approved by the Government. The undergraduate teaching program started functioning from 1966 at Mental Health Institute (MHI).
In 1970, Dr. Bimbadhar Dash joined as Asst. Professor of Psychiatry-Cum-Additional Superintendent, MHI after taking over the charge from Dr. Partha Rao and subsequently in 1971 a new post of Asso. Professor was created and Dr. Bimbadhar Dash continued as Associate Professor cum HOD & Addl. Superintendent. However Govt. of Orissa, H & F.W. Dept. Started 2 seats in MD, Psychiatry after the preliminary inspection under Utkal University. Dr. Bimbadhar Das, Asso Prof. of Psychiatry¬ Cum-Addl. Superintendent was promoted the rank of Prof., HOD and Psychiatry in 1980.
Prof. G.C. Kar took over the charge of MHI Department in 1996 and has been declared as the Prof. HOD Cum-Medical Superintendent (Ex-officio) by Govt., Health & Family Welfare-Dept. In 1999 the MD(Psychiatry) seat got the recognition of MCI and the Professor and H.O.D Psychiatry, S.C.B Medical College was allowed to work as Ex-officer Medical Superintendent of Mental Health Institute, Cuttack vide order no. ME- 1- Prof 72/ 92/ 44140/ 3.12.19.
Mental Health Institute S.C.B Medical College, Cuttack was declared as Center of excellence (COE) in Mental Health on 2010. Subsequently in 2012 a revolutionary step was taken by H & FW Dept. Govt. of Odisha under National Mental Health Programme (NMHP) of Govt. of India, When the post of Medical Superintendent, Mental Health Institute S.C.B Medical College, Cuttack was declared as Director cum Medical Superintendent and was kept under Admistration control of Director, Medical education and training (DMET) vide order no MH-16/2012/34082/H dated 28.12.12.Prof (Dr) N M Rath was taken the charge of Director in 2012. Three new departments like Department of Clinical Psychology (CP), Department of Psychiatric Social Worker (PSW) and Psychiatric Nursing have been opened in addition to Department of Psychiatry at Mental Health Institute to cater both teaching & treatment.
Prof (Dr) Sarada Prasanna Swain has taken over the charge of Director cum Medical superintendent in 20.01.2018. The process of autonomy was initiated by Prof Dr S P Swain and a decision was taken on meeting held under chairmanship of the then Commissioner cum Secretary Dr Pramod Kumar Meherda on a meeting held in 05.10.2018 to give Functional Autonomous Status MHI. Finally in 25.02.2019 ,Mental Health Institute (Center of Excellence) was given Adequate Function Autonomous status by Govt. of Odisha vide letter no 5076/25.02.2019 when three Department like Department of Clinical Psychology (CP), Department of Psychiatric Social Worker(PSW), Department of Psychiatric Nursing are brought under the administrative control of Director M.H.I, Cuttack. From 2018 MHI (COE) has 5 M.D (Psychiatry) Seats , 8 M Phil. seats in Clinical Psychology(CP), 6 M Phil seats in Psychiatry Social Work(PSW) and 20 seats in Post Basic in Psychiatry Nursing(PBDPN) with 150 beds for the Patients care. - NEW INITIATIVES TAKEN BY MHI
(COE) FROM 2018 :
- Mental health Rehabilitation was started in 2018 by Director, MHI Prof Dr S P Swain and the MHI Team, by which chronic homeless mentally ill (male and female) patients after rescued from different places of the state are treated by the Institute and after recovery they are rehabilitated in different Registered NGOS of the State which are registered under SSEPD Dept. In 2018 a total of 9 patients (4 Male and 5 female), in 2019 a total of 131 patients (52 males and 81 Females) and in 2020 a total of 66 patients (34 male patients and 32 female patients) were rehabilitated in different registered NGOS of the state, who are chronic homeless mentally ill. In addition 27 Male and 23 Female homeless mentally ill who were rescued and treated by MHI were reunited with their Families after their Recovery, (From 2018 to 2020). Dept of Psychiatry Social Work (PSW) has taken the responsibility of rehabilitation of mental health which is one of the exemplary work done by MHI (COE) in last two years.
- Odisha Digital Academy of Mental Health, Which is a innovative Telemedicine initiative was started in MHI on 28.11.2019 which is a collaborative Project of Health and FW Dept, Govt. of Odisha and NIMHANS, Bangalore. A total no of 23 State Level webinars was done by the ODAMH to train the Medical Officers and other Paramedical Staffs during COVID 19 Pandemic. A MOU was signed by Health and FW Dept, Govt. of Odisha and Director, NIMHANS, Bangalore in 2018 for the innovative Telemedicine Project. Dr Seema Parija and Dr Pallavi Sahoo, Asst Prof of Psychiatry are in charge of ODAMH to coordinate with NIMHANS to conduct training Programmes in virtual network.
- A Toll free Helpline is operational in MHI (COE) with no 18003457288 from 9am to 5pm for the Mental health service for the people in Mental Health crisis and any information about the Mental health service in different parts of the state.
- MHI (COE) and Cuttack Municipality Corporation in a combined Project started a new Psychosocial Counseling to people suffering from Covid 19 in Covid care home situated in Cuttack Municipality Coporation.MHI team and officials of CMC, Cuttack attented the wbnairs and issues of the patients of Covid Care home was resolved by CMC Commissioner Mrs Annanya Das and Team of MHI lead by Director MHI Prof Dr S P Swain.
- Mobile Mental Health VAN was running in the Cuttack Municipality Area to create awareness on Mental Health issues during Covid 19.

Introduction:
As per the provision of Peoples with
Disabilities Act-95, Government has to set
up specialized institution for the person
with severe disabilities (more than 80%
disabilities). Accordingly many
institution/organization have been set-up by
the Ministry of Social Justice &
Empowerment, Govt. of India during last 15
years.
The Regional Spinal Injury Centre was set up
by Ministry of Social Justice &
Empowerment, Govt. of India during the year
of 2001 with a principle that Govt. of India
will provide all expenditure for five years
including construction of Building,
Equipments, Staff Salary, and after that the
state Govt. will manage the
Organization.
This is an autonomous Organization Regd.
Under SRA-1860 & working under the
Administrative & Financial control of
Health & Family Welfare Department. This
Organization was funded by Govt. of India
from 2001 to 2006 and consequently the Govt.
of Orissa is managing by providing
Grant-in-Aid every year since April-2006
INFRASTRUCTURE :

constructed over a land(1.5acre) allotted by
Govt. of Orissa & funded by Govt. of

AIMS & OBJECTIVES :
1- To establish an institution for study and management of spinal injuries and orthopaedic disabilities.
2- To undertake basic, applied and statistical research in various specialties of traumatic surgery
3- To generate technical and scientific man power in various specialties of traumatic surgery
4- To organize and conduct technical updation and different course for traumatic surgery for different categories of clinical and paramedical services.
5- To train members of the medical profession in management of traumatic surgery.
6- To provide modern and advance clinical service to traumatic orthopedically handicapped patients, in collaboration with various Medical Institution of State and the C.B. Medical College Hospital in particular.
7- To institute a faculty and service provision for above purpose.
8- To design preventive services to minimise the risk of spinal injuries and disabilities due to Orthopedic factors.
9- To institute and maintain an update library related to various specialties of traumatic surgery and orthopedically handicapped.
10- To work in collaboration with medical institutions, service Oganisation, university, funding agencies and institutions in the pursuit any of the above objects
11- To do all such things and perform all such act as may be necessary are appropriate or incidental for achievement of any or all of the above objects.
12- To find out ways and means of generating resources for maintenance sustenance and development of the institution.

Medical College is up-graded to Centre
of Excellence in the field of
Respiratory Diseases by Government of
Odisha with a vision to strengthen high
quality of treatments, academics and
researches.
The Board of Governors of National
Medical Council of India pleased to
sanction 2 seats for starting DM
(Pulmonary Medicine) Course from the
session
2020-21 which will be first State
Medical College in the Eastern zone of
India. This Course will be imparted in
super speciality department of Pulmonary
Medicine under Centre of Excellence. In
future paramedical courses like
Respiratory therapist and Lung function
Technician will be started. High end
instruments in the field of Respiratory
Medicine, interventional pulmonology,
sleep medicine and negative pressure
isolation ICU under Centre of Excellence
will be available very soon.
National and International multicentric
trials and studies are conducted in this
Department. Future vision is to start
Thoracic Surgery and Lung
Transplantation Unit under Centre of
Excellence. The Post Graduate Course in
Tuberculosis and Respiratory diseases is
imparted since 1975.

Institute of Cardiovascular Sciences
The department of cardiology in SCB medical
college was started in the year 1968. The
first Intensive care unit of the state was
established in this department in 1973. The
first pacemaker implantation was done in the
same year. The first cardiac cath lab was
set up in 1974. The department started the
first super speciality course of the state
(DM -Cardiology) with 2 seats in 1984.
Modern state of the art cath lab was
installed in 1998. The number of DM seats
was increased to 6 in the year 2010. The
department was shifted from old medicine
building to the present new Institute of
cardiovascular science building in the same
year. Currently 8 DM students are inducted
every year for the super specialisation
course.
The department performs on an average 1500
angiograms , 900 angioplasties, 1200 stents
and 220 pacemaker implantations per year
besides lots of other interventions like
PTMC , EPS , RFA etc. This department caters
to approximately 70,000 numbers of outdoor
patients and 7500 indoor patients annually.
Approximately 50,000 ECG; 12,000 ECHO and
350 TMT are performed annually.

Bone Marrow Transplant Unit (BMT Unit):
In 26th February 2014, one full fledged BMT unit was created with all inbuilt facilities like Hepafilter, Stem cell aphaeresis, stem cell storage system (Controlled Rate Freezer, Liquid Nitrogen System, Stem Cell Aphaeresis, Stem Cell Agitator etc. In fact this was the first such facilities by any state Govt. in the entire country. This BMT center provides BMT to patients free of cost by the support from Govt. of Odisha, a rare distinction in the country. This center has conducted 82 cases of Autologous BMT by this time and capped few national records; transplanting the elder patients of 74 year of age in the entire country.
PRESENT STATUS OF BMT UNIT IN SCB MEDICAL COLLEGE
BMT Unit has been made functional since 23.04.2014 and so far 25 Cancer patients (M. Myeloma) have been successfully transplanted. All State of art facilities are now available and SCB Caps the pride of being the 1st Sate Govt. Hospital to provide BMT facilities. At present 2 BMT Beds are available and 2 patients can be transplanted in 1 to 2 months . It appears that 1000 patients are illegible for transplant in our Odisha State and Govt. has started working to expand the BMT Unit from 2 beds to 20 Beds. Clinical Hematology Dept. is planning to have transplant 10 cases in a month to address this huge back-log of transplant illegible patients in Odisha.

Day Care Centre:
In the year 2017, 17th April of World Hemophillia Day this department also got one Day Care Centre with 20 beds which provided Chemotherapy, blood transfusion, other drugs on daily basis. This functions from 9 AM to 6 PM for 6 days in a week (Monday to Saturday).

Telemedicine services
In 2001, Telemedicine Services were established in collaboration with ISRO and Sanjay Gandhi Post Graduate Institute of Medical Sciences, Lucknow for providing distant medical education to our medical students, teleconsultation for critically ill patients, follow-up treatment facility, and Telemedical video conference.Currently the Telemedicine center of SCB is connected with all the District headquarter Hospitals and all the other Medical College Hospitals. It has played a vital role in the virtual training of doctors in the management of COVID patients and ensuring that the teaching program of medical students is not hampered.
Library
A student library is inside the campus with more than 500 seats having separate sections for undergraduate, postgraduate students and faculties. The Central Library is one of the best referral medical libraries in the state of Odisha. It has been declared as a resource library in the Eastern Region by the Govt. of India in the year 1993.
Hospital Beds :
With the gradual popularity of the Institution and the growing needs of the people, the bed strength of the hospital was raised from time to time. The bed strength of the hospital was 215 in 1933, 227 in 1938, 246 in 1946, 335 in 1951, 535 in 1952, 747 in 1959, 756 in 1962, 892 in 1964, 954 in 1965, 1040 in 1966, and 1080 since May’68 and now it has a staggering strength of 2132 beds
Facilities for physically challenged students:
The college also provides facilities for physically challenged students. Almost all buildings have ramps and lifts for the assistance of physically challenged students. They are provided with walking aids, wheelchairs and other assistance as necessary. Suitable accommodation is also provided for the parents of the physically challenged students to facilitate their daily activities and ensure no hindrance in their medical training. Most of the buildings are also provide with separate toilets designed for the use of physically challenged students.
